Allow users to come to a website (maybe a vlog) and record video rants on specific topics.
What is the purpose?
The purpose is to create rich opinionated and controversial video content. The next big thing is video.
What is the implimenation?
It could be called irant.tv, opine.tv, myopinion.tv, or something of that sort.
The implimentation of the vlog rant site would optimally use Flash video for onsite viewing and recording. Something like Userplane might be used to actually record the audio and video from the user's webcam or microphone from right inside the web page. The current costs for Userplane are as follows:

However, since Flash video is not the end all be all some other portable video format would have to be offered to allow the archive files to be downloaded and distributed. Something like AVI, QT, or MPEG could be used. All of the distributed files would contain the vlog domain name on the video.
The topics could be presented to the users in various ways. The initial thoughts on it were to give a new topic every 5-10 minutes. The user would have five minutes to prepair and form an opinion on a topic and then five minutes to record their video rant. After the 5-10 minute period that topic would be closed and the next topic would go up. Secondary ideas on this would have instead you have a new article and people can click to rant on that news article. And then impliment the time slots with the news article as well.
The video rants could be tagged similar to http://del.icio.us/. The video rants could also be ranked using a five star rank system similar to Netflix or Blogwog. The higher ranked rants would float to the top.
Each video rant would be covered by a Creative Commons licence.
